Some important researchers recommend several steps for developing a comprehensive bilingual special education curriculum. The planning process should involve the parents, the general education teacher, the bilingual teacher, and the special education teacher and the following outlined steps by Helene Goldnadel:

  • Meet as a team to begin the planning process; outline planning steps.
  • Become familiar with the culture and language background of the child as well as his or her education needs.
  • Prepare an individual instructional plan with short- and long-term objectives and goals.
  • Develop individualized lessons and materials appropriate to the child's exceptionality.
  • Modify individualized lessons and materials to match the child's needs.
